What is a C&D Landfill?   Construction and Demolition debris is the waste from the construction of new houses and renovations to older homes. It can include ANYTHING that comes from the inside or site surrounding a house. The waste is brought to a C&D Landfill to process and bury the rest in the ground.  C&D is NOT "Clean Fill". C&D is NOT the same as LCD (Land Clearing Debris) which consists of stumps, tree branches, leaves, etc. and are commonly known as "stump dumps".                Read the DEC Definition HERE

 What can go in it?

The material includes concrete, asphalt, carpet, plastics, metal, wood, glass, wallboard, roofing and other waste left in a house. Improper removal and disposal of hazardous substances can result in extreme human and environmental health impacts.

This material can contain HARMFUL TOXIC Substances such as:   

- Arsenic                             - Waste solvents left in cans and barrels 

- Asbestos               - Other hazardous waste and materials from a house or house site.

- Lead (very common)       - Polychlorinated Biphenyls (PCB’s) from transformers, other electronics, etc.

- Mercury                            - Formaldehyde &hydrogen sulfide (produced during breakdown of drywall)               

- Lumber has been treated with the pesticide chromated copper arsenate (CCA) (leaches arsenic into groundwater)

What we know:

·         There are NO C&D Landfills in Washington County. Here is the list of C&D Landfills in NY State

·        NYS DEC in Warrensburg has confirmed that a developer has put in preliminary paperwork for a C&D landfill at the end of Sweet Road in Argyle and has already submitted core samples to see if the land is permittable for that use.

·         The town has Ordinance 1-88 concerning dumps but it needs MAJOR updating to be effective.

 

WHY YOU SHOULD CARE:

·         This is Bad precedent - Once we have one dump, what will keep there from being more?!

·         Pollution of your well water

·         Increased traffic past your home, school and through Village

·         There is little to no monitoring of what is buried in C&D Landfills.

·         C&D developers will tell you they plan on recycling most of the waste, most never build the facilities needed for this and bury all of it instead.

·         All landfills will eventually fail and leak contaminants into ground and surface water.
